john kerry tried everything he could on the senate floor to show republicans the way to vote for this treaty. >> it really isn't controversial. what this treaty says is very simple. it just says that you can't discriminate against the disabled. it says that other countries have to do what we did 22 years ago when we set the example for the world and passed the americans with disabilities act. >> the treaty was supported by organizations representing people with disabilities and veterans groups but that was not good enough for 38 republicans. it was supported by senator john mccain, himself a disabled veteran. >> bob dole has been our leader on the issue of disabilities from the moment he stepped foot into the chamber. to bob, it is unthinkable that americans could not get over a curb or enter a school building or even watch a debate in this chamber if they were in a wheelchair. >> but that was not good enough for 38 of john mccain's republican colleagues, including his usual ally, lindsay graham. treaties take years to negotiate before they come to a vote. this treaty, though signed b

but let me just say, john kerry, defense, bad idea. who you need in defense is someone who knows his or her way around the defense budget because there's going to be pain there. they're going to have to cut things. john kerry isn't that guy. he'd make a great secretary of state. the great thing about having panetta there is that he's an old budget guy. >> hey, i don't think panetta's leaving -- by the way, panetta's not in a hurry to leave. >> right. >> you know, he's not going to stay four years. i wouldn't be surprised if he stays almost all of the 2013 calendar year. >> here's the biggest difference between leon panetta and myself, i am very anxious to leave. >> i know you are. >> you're always anxious to leave. to take a nap. >> by the way, i have to root for alabama. this is like the hardest 40 whatever we're going to have, 35 days. to end up rooting for alabama. >> that was one of the greatest college games of all time. >> it was a fantastic game. >> and i have a real hook in for bcs tickets, chuck, if you want to talk to me late

kelly, to you, because this vote in the senate, john kerry led the way, it was bipartisan, in support. they needed 6 votes. it's a treaty, two-thirds of the senate and it failed. talk to me about all the ramifications here. >> it's not that often andrea, you know this, when votes on the senate floor can draw such powerful emotions and even tears from members of the gallery who attend in the public seats that are not in camera view. but we had that today. there was strong, passionate feelings about this for those in support of the treaty, which essentially as they describe it would encourage the world to live up to the same standard that the u.s. has had these past 20 years and would not allow discrimination against persons with disabilities around the world. and yet, those opponents had concern about the fact it's a u.n. treaty, raised questions about could it give in essence cover to countries that don't do a very good job but could be saying they signed on to this treaty. other questions like it's a lame-duck session, don't do it now, do it later. those sorts of arguments against. t

she says she would much prefer senator john kerry for that job. because, yeah, he's never been a politician. or presumably, she's still okay with the current secretary of state, hillary clinton. it's not like she's ever run for anything. you know, obviously she's never been on a sunday show. if she had been on a sunday show, she'd ever gone on a sunday show, that obviously would have disqualified her from becoming secretary of state. that would show her to be behaving in a political fashion. everybody knows the secretary of state cannot do anything political. seriously? there is a mismatch between the seriousness of the things that we actually need to get done as a nation and the quality of the system in washington that is the means by which we must get those things done. syria is not our war, and syria is not going to be our war. but there are tens of thousands of people dead there already. and the regime there appears to have just turned off the lights, pulled the plug, disconnected that country entirely from the eyes of the world. what are we g

john kerry has been campaigning hard for it. he's done everything this administration has asked in their first term. overseas, been quite engaged as chairman of the foreign relations committee. so he's certainly a very strong candidate. but at this point, even people close to the president suggest there's just a bit of a question mark about how much of a fight he wants and how much it will come down to getting somebody he believes in and he's close to into that job. >> congressman cleaver, your thoughts on susan rice as a potential nominee. >> well, i think susan rice is imminently qualified and capable of being secretary of state. my only concern is political, and it is that the president uses up so much of his good will as he begins his second term that it does not last long enough for him to get through some of the major initiatives that we all hope will be brought forth like an energy policy. there are some -- there are dangers either way, if he goes with kerry, there is a political concern about the seat in massachusetts. s

kerry to john edwards, all of them, they all played for their plan with this simple phrase, "rolling back the bush tax cuts." they've been doing it for eight years. so politically, that's why the president has to draw that line in the sand. >> he draws that line in the sand, but harold ford, what happens when republicans, at least a small number of them, go ahead and raise taxes on the top 2% and then turn to the white house and say, okay. now we'll move. and then they have to talk about how they're going to slash spending in medicare, to save medicare, how they'll have to slash spending in medicaid to save medicaid. their political problem on the other side of this tax debate is so much bigger than the republican problem. they're being too clever by half here. >> both sides have complicated hands. and if the democrats, we achieve what the president and some democrats in the senate are asking for in a narrow way around taxes, you're absolutely right. just as an aside on the bush era, this is the first time we didn't go to war where we didn't pay for it. some of the things the democra
